I stamped the background, the sentiment and the balloons, and fussy cut the balloons. The sentiment and mat were die cut. I added clear Nuvo Drops and embroidery floss to finish the balloons, then I added glitter Nuvo drops to the sentiment. The black mat is glitter cardstock.
